Cosmetic Product Notification Portal (CPNP)

Every cosmetic product must be notified to a European portal called the Cosmetic product Notification Portal (CPNP) before being placed on the market in the EU.

The portal is a free of charge online notification system created for the implementation of Regulation (EC) No 1223/2009 on cosmetic products.

When a product has been notified to CPNP, there is no need for any further notification at national level within the EU.

Who should notify cosmetic products to CPNP?

In general, the RP is the only entity required to notify cosmetic products to CPNP.

However, distributors are required to notify CPNP if they translate the language of a cosmetic product label into another language.

How to notify a cosmetic product to CPNP

To notify products to CPNP an account is required.

The European Commission is responsible for access to CPNP and not the HPRA.
