Cosmetic Product Safety Report (CPSR)

The CPSR is only one component of the Product information file (PIF). The CPSR is a scientific review of product safety which consists of two parts:

  • Part A - Cosmetic product safety information
  • Part B - Cosmetic product safety assessment

The cosmetic product safety report (CPSR) must be completed under specific headings outlined in  Annex I guidelines of Regulation (EC) No 1223/2009. Part B of the report must be performed and signed by a suitably qualified safety assessor.

RP obligations in relation to the CPSR

  • must provide complete and correct information to the safety assessor.
  • must review/approve the document.
  • ensure safety report is kept up to date throughout the lifecycle of the product.
  • ensure all ingredients are safe for use in the product.

A RP may outsource the completion of the CPSR. Unfortunately, as the competent authority, we are not in the position to recommend a safety assessor to complete a CPSR.

Testing of Cosmetic Products

The following guide, ' The SCCS Notes of Guidance for the Testing of Cosmetic Ingredients and their Safety Evaluation' can be used for additional information regarding the testing of cosmetic products. The Annexes of the EU Cosmetics Regulation should be verified to assure no ingredients that are prohibited from use in cosmetic products are present in the product, and any restricted ingredients are in line with the requirements.
